Scope of responsibility
This position will serve as the subject matter expert for construction projects with Government entities.  Position will manage/oversee the entire project life cycle from lead identification to bid submission, site execution and completion. 

  • Lead collaboration efforts on appropriate tasks with other internal departments, including contracts, finance, legal, product, and pricing to ensure terms and conditions are appropriately assessed and tailored and proposals are delivered in compliance with all bid solicitation and public contract requirements.
  • Identify, develop, and track opportunities for Government Contracts.
  • Build, develop, and manage trusted relationships with key agency decision makers and executives.
  • Promote, and position the company to pursue, and win Government construction projects as they go to bid.

 

Responsibilities

  • Handle all administrative aspects of proposal and document development, ensuring quality and integrity of all documentation, coordinating internal flow and review of all inputs, and directing production of the final master document.
  • Develop compliant proposal submissions including all required documents and information (Ex: outlines, matrices, product literature, MBE/WBE plans, staffing resumes, work schedules, etc.).
  • Monitor, manage and ensure compliance with instructions and deadlines.
  • Organize and facilitate proposal kickoffs, meetings, review sessions, internal approvals, etc.
  • Work closely with all internal stakeholders (commercial, R&D, risk management, finance, legal, supply chain, technical, etc.) to ensure timely input and support is provided as needed.   
  • Work to identify leads and support the sales effort that best positions Schindler for success. 
  • Successful candidate must be willing and capable to quickly become familiar with all of Schindler’s product offerings to drive review efforts as necessary.

Education

BS/MS degree  

Experience

5+ years of experience working with Government construction projects as a contractor/subcontractor.

Intimate knowledge/experience of public contracting laws and requirements is a must.

Experience working in cross functional roles across direct/indirect reports.

Skills

Ability to expand market penetration in the government services (GSA) market sector by identifying new clients and opportunities; maintaining strong business relationships with current clients and consistently capitalizing on opportunities for repeat business while fostering customer loyalty.

Demonstrated proficiency to manage multiple tasks, setting priorities and meeting deadlines.

Demonstrate ability to develop and maintain strong customer relationships.

Strong written and verbal communication.

Managing internal processes.

Strong business acumen.

Computer skills - Microsoft Office, MS-Project and SAP.

Prior experience working for a public agency in a Contract Officer role is a plus.
